Of course, a police officer can impose fines, but he has no right to collect them in order to fight corruption. The exception is foreign drivers, from whom he can recover a quarter of the fine. The rest must be paid at the post office or at the bank. If you do not agree, you can apply to the administrative proceedings, but until that moment the police have the right to seize your car.
At night (22.00-7.00) fines for more serious offenses are automatically increased by 30% in the event of an accident while intoxicated.

Tires in Italy
In the mountainous region of Val d’Aosta (on the Italian-Swiss-French border under Mont Blanc), winter tires or snow chains are required from 15 October to 15 April.
